Not 32gb but you can upgrade the memory

For the screen, you could potentially find a drop in screen replacement panel on Amazon or somewhere that has the refresh rate you're looking for.
I replaced the screen in my wife's computer when it cracked. $60 or so for a 120 hz IPS panel.

By having such high refresh rate screens and that amount of RAM, this hypothetical laptop takes a clear step into enthusiast territory. Thus the manufacturer is most likely including a dGPU into the mix as the cherry on top, especially for pushing those high refresh rates.
