If this fails I suggest they help the course water their greens... With diesel...

With hydrochloric acid is more Eco friendly. Because you don't need a lot on a plant's roots to kill it, and HCL is very common in nature (it's in your stomach) and therefore nature is somewhat more capable of breaking it back down, after it kills all the grass of course.

I don't see how this will be an issue for the golf courses. It's trivial to move the hole.

They need something more destructive
