Most cartoon characters don't, Mickey mouse and all the other old Disney cartoons also have 4. I believe they did it so the hands looks bigger but don't quote me on that.
That’s pretty common in cartoons. Characters with all five fingers are said to look like they have “sausage fingers.” I’m not sure I agree, but many animators (traditional or otherwise) hold that view
