This is the most ridiculous law ever specially for a tourist attraction like LV.

They can say otherwise so they want, but this is mostly to stop the buskers and cheap 'take a photo with me on a bad costume for a tip' people who clog the bridges. They can really overwhelm some of the bridges
Absolutely no one is going to be fined for stepping you the side and pausing to snap your own pictures of the strip.

What a great way to make visitors feel unwelcome and not valued. This is like moving people along like cattle or like at McDonald's.
They could post a courtesy reminder like "Please enjoy the view but please don't loiter."
