Congestion Pricing’s Pitfalls and How to Avoid Them

We already have midtown and downtown congestion pricing — the bridge and tunnel tolls. If they want to add tolls to the lower Manhattan bridges or raise the tunnel tolls I guess there'll just be more complaints about toll hikes.
