Ukraine says corrupt officials stole $40 million meant to buy arms for the war with Russia

How do you know a country isn't run by corrupt people all the way through? They exhibit transparency, when a mistake is made, they can admit it, talk about the details and even try to address the problem.

Better audit than DoD at least.

They always do this prior to launching an attack on civilian infrastructure in Russia.
