I played on a GTARP server where, for a while, the cops got paid per arrest. People complained about the obvious reason why this was a bad idea so the devs removed that system after a few weeks.
That fucking server was ran better than Louisiana.
Remember when you read things like this that they are probably happen much more often and in more places than we will ever know. The entire governmental system is fucked
