Most instances aren't set up for it. If you want to federate to both lemmy and madtadon, Kbin IS set up to work with both.

You can mention Mastodon users, but you can't follow them from Lemmy.

You can follow Lemmy communities and users from Mastodon but I don't think you can do it the other way around. Mastodon does not have communities and Lemmy will not let you follow users as far as I know.

Yes they both use ActivityPub to broadcast interactions to other instances.

How so? Atleast on my app, downvotes are disables for Lemmy.world
