Congress wasn't the victim. The American people, the states, and the Constitution itself were victims.
We all have a Constitutional right to a peaceful certification on January 6 and a peaceful transfer of power on January 20.

No he didn't commit an insurrection. He attempted one, I'm sure that's hard to grasp as someone who has never passed meaningful legislation but the idea is to actually achieve something other than a pile of useless paperwork.

Insurrection: an organized attempt by a group of people to defeat their government and take control of their country, usually by violence.
Success is not necessary for it to be an insurrection.
