No, at best you could call it a roguelite because of the harsh death penalty, but even that’s a stretch. Seems Valve messed up its classification here, or maybe the artist got confused while labeling the picture.

I thought it might be a weird art thing too, but all of the games are listed under the category on the store page. It's definitely odd.

I'm pretty sure it didn't even occur to them that the games in those images should be the genre that the image is for. I saw Control in rogue-likes.
