When I switch applications on iPad, and switch back to Firefox, it opens a new blank tab every time. But doesn’t happen on iPhone. Settings are the same on both devices.
Has anyone else seen this?

Try opening a blank tab, tapping Customize Homepage at the bottom, and make sure Opening Screen is set to Last tab. As far as I can tell this isn’t viewable through the settings menu, in case you missed it (I did until recently).
