And I concluded that TILvids is the most decent instance if you consider userbase and quality videos/channels. At least for english-speaking folks. Am I right?

Decent instance? Not sure that is the right question as all channels on any instance are equally visible. So from a viewer point of view any instance with good uptime and open registrations that you feel confident will have longevity will do.
If you are uploading than all the above and decent upload quotas are the key imo.
Activity levels are not really the point I think

Can not really talk about TILvids as I am not using that insatnce, and I am sort of glad now I know this. I do prefer instances that only defed reluctantly. But this is the beauty of the fediverse , choice :-) My peertube instance works well https://rankett.net/w/uygqwNoiGptud82ZjPEknf
