Firefox on desktop now has that... maybe the mobile version will soon too but I wouldn't hold my breath.

Well it is on beta so hopefully it gets better soon but I have found it to be good enough personally

LibreTranslate has a FF addon:

Likewise, I think FF has (or will have?) a native capability to translate, as well:

Good for others but doesn't work for me as it's not on mobile sadly. There are several mobile translation extensions but they all rely on Google/Microsoft/DeepL & I don't know how to assess the privacy consequnces of that.
