Maybe if local journalism was owned by Canadians I'd care about this more.

I also dislike how much of our local media is owned by foreign elements. But a big cause of that is the transfer of wealth and ownership to the US that's taken place since NAFTA. If we can find ways to keep more of the value created by news within Canada we can hopefully create an environment where local news orgs can form and keep their share of it. Certainly allowing all that value to be transferred south won't help.

Just for reference, how much would Google and Meta stand to pay if they didn't ban Canadians from reading Canadian news?

It depends on the agreements they end up making with each individual news org.
From the Bill C-18 Legislative Summary:
So they are compelled to negotiate an agreement and if they can't come to one it goes to arbitration. The final cost would depend on the results of all that.
