The DMCA is just a method of legal trolling nowadays.
Don't like a review of your movie or game? DMCA.
Don't like a review of someone else's movie or game? DMCA.
Fancy making a quick buck by monetising someone else's IP through youtube? DMCA.
Want to exploit automated takedown systems for whatever shitty reason? DMCA.

I guess they saw the DMCA coming,
since their Forgejo has been up for a while now,
initially as a mirror, now as the main repo.
But starting out on Gitlab/Github,
helped them with getting the initial exposure to attract new devs to the project.
Which they successfully gained,
so I understand why they did it,
and glad it all panned out as they hoped for :)
