The Northern most State in Germany switched to Unix based OS just 5 years ago. Let's hope that they don't switch back, it was rather expensive

Is my understanding that there have been a few false starts in Germany with open source in government accurate?

There was the particular LiMux one in Munich that was "solved" by Microsoft moving their head quarter to a district of Munich and the then new conservative coalition in town government thanked them by rolling all back and buying MS products instead.
