I'm going to go out on a limb here and say if literally everything isn't enough then maybe the method is flawed.

Absolutely. The goal was never to make anything useful. It was to scare off unionization with threats of automation and (if it DID produce functioning AI) to make good on those threats in the cruelest and most sadistic ways.
