Are we going to see more of this kind of thing happening in Russia the longer the war goes on and things get neglected at home?

Although the war probably ensures even more infrastructure is neglected, this bridge has to have been neglected far longer than the war has been ongoing.

The latter. It was built in 1980s and the only thing that could've probably been repaired is it's asphalt surface. No one claimed otherwise.
