I grew up in Florida, and while I never personally knew anyone with a pet raccoon, I knew a few people who knew people with pet raccoons. And apparently they could be wonderful... until puberty. Once puberty hit, people usually just let them go and, in Florida at least, that was an okay thing to do - they're usually not out of place with some of the more friendly always wild (but your neighbor is definitely feeding it) ones.
