I'm all for it, tax the hell out of land, either develop on it or force the sale to someone who will develop it.

2,500 empty lots in Detroit belong to just 10 owners, and they pay an average of less than $30 a year per lot

That is shocking. No wonder everyone else is overtaxed. Only concern is how this will be enforced and what loopholes those 10 owners will find.
