Looks like a substitution cypher, shouldn't be too hard. I'm not at a desktop right now, but you can check this list and see if there's a match (looks kinda like some variant of Futhark).
You can also "type out" the message by substituting a letter for each symbol, and paste that in a solver.

The god of stone and dwarves in Alagaësia (Eragon) IIRC. Without him, no dwarven monarch can be crowned.
