The mural "The Last Cocktail" by Onur is painted on a six storey residential building in Jyväskylä, Finland and features a special UV layer.

I also posted this to !Urban Details@kbin.social - let's try to get some activity there as it has real potential. I really want to see more stuff like this from around the world.

Is there naturally any UV light at night to be able to see it without using UV flashlights?

As far as I know, it’s lighted up for a week or so once a year.

I have no idea, but now I'm wondering if enough uv light makes it to earth to light that up ...

I'd wager that yes. The problem is that natural UV light is available only during daytime when visible light outshines its effects.
