All retail food and tobacco businesses, excluding restaurants and bars, will be banned from operating between midnight and 5 a.m. in a section of the neighborhood during the two-year pilot.

I don’t see how this does anything.

It's a curfew. They're trying to improve things with a curfew. It's pathetic. They need cops to actually do their jobs. And they need to get rid of the homeless.
