Kevin in the movie was afraid of the police. He believed he was guilty of making his family disappear and that the cops were after him for stealing a toothbrush.
He actually does call the cops later in the film, pretending to be his neighbor.

A mere three years later, he has blossomed into a full-blown sociopath in The Good Son. Same character.
