Even if it did pass, family and friends of Congress members won't be included. So, no difference really.

So they can claim victory and not enforce it?

Remember the Honest Leadership Act of 2007 that never got enforced?

What about the Lobbying and Ethics Reform Act of 2007?

How about the Stock Act of 2012? How did that turn out? Anybody a millionaire in Congress from trading stocks?
