Bloc Settlement = Ethnic Group Settlement (USA)
1981 Alberta Rural Road Addressing System = ???????????
Do any american states have some kind of rural postal addressing system for very rural farmland area? similar to the alberta thing?

I think Rural Delivery is the US equivilent.
I grew up in rural Iowa, I'd see mail addressed to "RR4" for example (Rural Route 4).
