There are probably multiple people that want to use that as a vanity tag number so alphanumeric variation is a way to get around that.

Good point. It wouldn't make any sense whatsoever in that case unless they are just trying to immitate 90's era leet-speak, for whatever reason.

I remember seeing a truck with a libertarian bumper sticker (can't remember what, but it was undeniably libertarian) parked legally in a handicapped spot. As in they had the sticker. You'd think they would be against working with the ADA.

I see the bad alignment and perspective of that sticker as well, so probably.
However, I have also seen vehicles like this in person, so they probably didn't need to Photoshop it. Dunno.
