Yeah, the ULA seagull meme was an extension of the ULA sniper meme. Some seagulls were observed on OCISLY shortly before B1059-6 missed its landing after the Starlink 19 mission. This led to facetious "speculation" that the seagulls were working for ULA, and had intentionally sabotaged the landing in some way :)
