Why is it on GTA Online you can get a wanted level just for being shot at?

So I have figured out yes this can happen. You can literally just do nothing while someone shoots at you and your the one who will get a wanted level even though your basically a passive victim to the attack. It is kinda ridiculous and really makes no sense. And yes I have had it happen where I do nothing wrong someone shoots at me and I don't even try to fire back but I'll get a wanted level anyway for being a victim.
