"ultimate" would not be the term I would use. seems more limited than the vanilla game

I wish paradox wasn't so hard ass about achievements.

I would love to use more mods, but I like getting achievements.

Didn't they recently open up achievements massively in one of their other games so you could get them with mods? I imagine if that rolls out well they'll probably open them up for Stellaris and other games over time.

Maybe. I think Stellaris is the only paradox game I still play.
