Okay, I get it, I read the rules of this community and it's supposed to be an impossible choice so that we can learn that dichotomies often leads to impasses.
if I play the game I would make barbecue illegal instead of Blues music. There are other means to cook great meals like using smokehouse (fumoir) or electric stoves + spices. Barbecue is bad for your health by introducing nasty chemicals in your meals. They also contribute to greenhouse emissions.
My turn : Water or Air : choose 1 to make illegal and explain why.
Because the name of this community is :
"Pro-Choice", I guess it has to do with abortion. Varing legislations from some countries defines different time limits for legal abortion. There is no perfect Choice in this ; it is difficult.
As for my charade it could be solved with artificial life (we live inside a computer).
I know it's far fetched, don't bother.

There are infinitely more choices to be made on a pro level and abortion is rarely one of them. More of a forced dilemma in many cases.
