As a fiber tech, I'm going to borrow this description when I get asked what my job is to my non-tech friends & acquaintances.

Person in that van is working on a fiber optics enclosure. Sometimes they do that in the open on a table but i guess that particular one prefers their working space inside the van. It looks a bit weird for bystanders lol
