They're probably just a troll. 7 month account, only 5 comments all made within the past two weeks. The name is a dead giveaway as well. They know full well how insufferable they sound, that's their goal.
The top is still very much true. Imagine living in the US and someone says you can have free healthcare. What's your reaction? It certainly isn't "oh that's a normal thing, I should sign up right away"
