I don't think that's the most likely outcome, but I could definitely see it happening and actively am hoping for it.

Seems like it might carry the slight risk of someone cheating to intentionally become a frog for the lols?

Yes, can vote to either end the game immediately and ban them or turn them into a frog for the rest of the match and then they are banned.

Now people are gonna want a "froggers" (like "Fraggers") mode.
