I don't know from what anime if any this is from.
I'm intrigued about the round thing on his temple, is that supposed to be a bullet graze scar?

No, the round thing is not a bullet graze. For some reason he pulled his hair in this scene and left a bald spot lol
That's why he has tears on one eye
If you're into action comedy anime, Gintama is one of if not the best!
