My memory was that it was always there - I never had the dvds as a kid but taped all the episodes when they aired, but have rewatched the dvd versions many more times by now - and it seems that others are saying the same.
IIRC, he was originally in the pilot, but the writers didn't have a story line planned out for him. They just knew they wanted to integrate him in some way, shape or form, so they went for it.

I'm pretty sure this gag is from when Fry joins the police, but it always cracks me up.
The same episode he also mentions having a lot of paperless work to do. Not a background gag but a great line nonetheless.

Definitely when Bender eats one fat free potato chip and a pile of bricks fall out his ass. Fry never comments on it.
Olestra was a fat-free "oil" manufacturers were using in potato chips, and there was a bunch of press about it causing diarrhea.
