It's supposed to be a check on the judicial system.

This is a perfect use of it:

In October 2022, Biden issued a full pardon for those who had been convicted of simple possession of marijuana, and later expanded that to include other marijuana-related offenses.

That's a patch on a non functional system. 'duckt tape is check on unexpected loss of hull integrity'.

Funny enough integrity is the operative word here.
