You might be thinking of de-clawing, which is a surgical procedure where the whole first joint is removed. Just trimming might hurt an outdoor cats ability to hunt, but they probably shouldn't be outside anyway.
Clipping cats' nails is very common. There are cat nail clippers. You just clip the external sharp part, with no flesh.
Also, this is a depiction of Lambert from Cult of the Lamb clipping Narinder's nails, the primary antagonist. After beating them, you can induct them into your cult, and they turn mild-mannered. The nail-clipping is a cute demonstration of that.
