I feel like that may have been purposefully finished with packed sand or fine gravel at some point.

They put new grass over it in 2017, and it self-recovered in 2020. Trust me, it's not finished whatsoever, turns into a mudslide whenever it rains

Amen. It was always very busy when I visited. I wonder why it shut down, and could not at least relocate within the city if the University plaza rent was too high.
