Downloads ignoring "prefer downloaded content" setting

Sharing this forum posting that's been open since June 2022 to address problems with downloaded/synced content properly resuming from the local cache instead of streaming. Please add if you are having a different experience when resuming downloaded content from anywhere but the Downloads section of Plex.
