Well my wizard is a blade singer with the shield spell activated so a 28 does in fact still hit

Funnily enough, assuming 5e, wizards are the only class that stands a chance at dodging that. Stupid minimax with some magical items, but still
Mage armor Bladesinger, 20 Int, 18 Dex Bracers of defense Shield
Gets you to 13+5+4+2+5=29AC
If it's mid-level or above Pathfinder, no, 29 doesn't hit
