Why aren't all these roofs at the port of Barcelona covered in Solar panels?

I remember reading about it a while ago about projects in the countryside

Probably more interesting to manage than every different building getting their solar panels

Also, Catalunya isn't the sunniest part of Spain

Spain has the cheapest energy in Europe due to a heavy investment in renewables (they have a quarter of all Europe’s renewable capacity) + nuclear.

So big upfront cost probably not as worthwhile.

In Central Helsinki, Finland they had an idea to put solar panels on the roofs. They decided not to, because it "ruined the rooftop view". So, maybe something similar?

Possibly due to wind speeds and structural inadequacy.
