Does anybody know why my parents in the middle of nowhere get $70/month fiber internet, by there's no real fiber options for single family homes in Baltimore? A team of guys came out and installed fiber for free up in rural New England, but here in a city with actual infrastructure I'm limited to Comcast cable internet.

They live in the suburbs. The city requires a franchise fee that the fiber companies are unwilling to pay.
