It's written the way it is in order to hit anti-abortion "life begins at conception" talking points. They're fascists, they don't care that what they wrote is scientifically nonsense, there are five lights.

the thing about that though is that fetuses don't produce gametes until much later in gestation so it's really just incoherent nonsense.
