The justice is the imprisonment. People are not sentenced to be raped, tortured or murdered by other inmates, and the prison system should go through any and all pains necessary to prevent such things from occurring.

You can reform crimes of necessity, like stealing to buy food. This person might have a brain defect. Either something genetic or even a brain tumor. It might be fixable with treatments. It might not be.
