Wouldn't PEC verification be able to make a non-anonymous Lemmy server pretty easily?

There's a lot of talk of social media alternatives to move away from US social media that potentially has a lot of bot traffic (either for quality or foreign interference in politics).

Wouldn't it be pretty easy to spin up a Lemmy instance that requires PEC verification to accomplish this without any huge investment, as a proof-of-concept at least?
