If someone isn't doing great, but still trying, FT minimum wage leaves you with $2,600 a month before taxes, and assuming none of your shifts get cut.
The old rule of 30% of your gross income can go to rent, so what can this person rent for $780.00 a month?
A pet-free bedroom in someone else's house, or a parking spot.
