His personal motivation might have shifted towards trying to stay out of prison but even if there is no investigation going on I am fairly certain he would still be running. There is too much money to be made. Too many favors he owes to repay or to gain by giving away positions.

No. He was going to run regardless. Now he's especially keen on winning because he knows it's likely the only thing that can keep him out of prison.
