When SawBlaze fought ROTATOЯ, was it using a weaker saw than the one used in Season 3 or was ROTATOЯ's armor just too tough to cut through?

The cutting saw didn't deal the colossal hits that the hammer saw does. I'm a bit fuzzy on the early seasons, but it wasn't until a few seasons into the reboot that Jamo introduced that new weapon.
