Helium takes more energy to split than it releases. You need an element heavier than iron to make this meme comply with physics.

It's called the valence shell, covalent is a type of bond where the atoms share electron pairs

Also the valence shell is the outer shell and any shell with n>1 would require more than 2 electrons to be noble.
